In 1978 Frank returned to his home state of North Carolina where he served as the Chief Economist for the North Carolina Department of Agriculture with an advisory role to the Commissioner of Agriculture until 1987. In 1988 Frank founded the North Carolina Agricultural Finance Authority (NCAFA). The NCAFA has a statewide responsibility for providing credit to farmers and agribusinesses.
